International Consulting Services is founded in Freetown
Formative Years
ICS was founded by Ing. Paul Ndappi Lavaly, a renowned structural engineer in Freetown, Sierra Leone. The office started operations at our 28 Bathurst St. location in September 1991.
The company was formed to provide consulting services to the civil engineering sector in Sierra Leone.
However, these were difficult years due to political instability and an ongoing civil war. Through these times, the name of the company was established in the sector.
Growth and Changes
The war officialy ended in 2002 and postwar reconstruction commenced which saw growth in the business due to an increased need for our services. Sadly, in this period, the company suffered a great loss in the death of its founder in July 2004.
The management of the firm was taken over by Ing. Gaiva Paul Lavaly; the son of the founder.
Sierra Leone went through a period of economic growth with a mineral resources boom that led to an increase in business turnover.
Collaboration & Expansion
In our third decade of existence, we collaborated with a number of international firms in delivering donor funded infrastructure projects (mainly in the transportation sector). This decade saw the emergence of Ebola in 2014 in the region which affected the delivery of ongoing projects and the commencement of new projects. This slowed our growth but built resilience in the delivery of our services under stringent restrictions.
The company expanded to over 50 employees and executing projects in all regions of the country and the establishing of an in-house materials laboratory for quality control.
Following a reorganization of the firm in 2020, we embarked on a number of major donor funded infrastructure projects which are ongoing in Roads, Bridges and for the Tourism and education sector. This period also started in the midst of a global slowdown with the COVID pandemic which saw the emergence and use of innovative techniques in the execution of services. The economy of Sierra Leone experienced a major slowdown and the devaluation of its currency which resulted in serious financial challenges . We are hopeful of growth in the future and expect growth in business from both the private and public sector with a number of projects in the pipeline.
